Yes, you can do this with the following steps:
1) Create a report with the desired filtering, that results in the restricted set of contacts you wish to create a group for.
2) Select the report from the list of reports in the reports explorer interface.
3) From the tools menu, select Create/Update Act! Group
4) Enter the group name and description and click "Create Group"
